Tori Anderson

Principal and Founder

My path to collaboration began on public lands. Through five seasons working as an environmental educator for the National Park Service and various nonprofits, I realized that even the most rigorous scientific data cannot produce intended results without community buy-in and trust. This led me to pursue a master’s degree at the University of Wyoming, where I focused on identifying measurably better decision solutions through both qualitative and quantitative approaches.

Before founding Confluence, I spent over four years facilitating complex collaborative processes at leading consultancies, including The Langdon Group and Meridian Institute. My work has spanned a wide array of topics including food systems, resource management, transportation planning, conservation agriculture policy, affordable housing, and more. Throughout all these projects, my constant takeaway has been that the how of a decision is just as critical as the what.

Today, I leverage over a decade of experience living and working in six western states to help communities navigate their most contentious issues. I specialize in the "messy middle" — environments defined by high uncertainty and intense emotion. I believe that even in the most polarized settings, structured collaboration can transform relationships and deliver durable, win-win solutions.

Why "Confluence"?

I chose the name Confluence Decisions to represent the focus of my work: the coming together of seemingly disparate inputs to bring about a stronger force. Whether this involves the convergence of technical data and human values, quantitative and qualitative data, ecological and economic perspectives; I am committed to working at the confluence. I believe this sort of interdisciplinary approach is the only way to find holistic solutions that respond to the increasingly complex and interconnected systems of our time.
